Пандемия COVID-19 изменила информационные потребности участников системы управления здравоохранением и вскрыла недостаток информации для принятия управленческих и врачебных решений в период пандемии.</p></sec><sec><title>Цель</title><p>Цель. На основе проведенных исследований обобщить и сформулировать общее описание информации и данных, которые должны быть в медицинской информационной системе медицинских организаций оториноларингологического профиля для принятия решений в условиях эпидемий.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. В исследовании использован собственный опыт решения информационных задач по оптимизации оториноларингологической помощи как в разгар пандемии, так и после восстановления планового приема и госпитализации. Приняты во внимание исследования, проведенные под эгидой ВОЗ, по оценке работы информационных систем здравоохранения в целом и отдельные работы, которые проводились по анализу влияния пандемии на оториноларингологическую помощь.</p></sec><sec><title>Результаты и обсуждение</title><p>Результаты и обсуждение. Обосновано содержание данных для принятия решений в пандемии по направлениям: 1) организация оказания медицинской помощи максимально близкой индивидуальному плану пациента с учетом пространственного и временного факторов – предлагается использовать географические данные пациентов, характеристики здоровья пациентов с указанием времени, когда они были зарегистрированы; 2) обеспечение готовности к оказанию медицинской помощи персонала медицинской организации – предлагается использовать результаты периодического анкетирования персонала медицинских организаций по вопросам их информированности об эпидемии, обеспокоенности различными рисками, удовлетворенности условиями труда, мотивации, эмоционального состояния; 3) моделирование оказания медицинской помощи, проверка и выбор оптимального варианта организации и распределения нагрузки – предлагается использовать алгоритмы обслуживания, необходимые ресурсы.</p></sec><sec><title>Выводы</title><p>Выводы. Современные медицинские информационные системы накапливают все данные, необходимые для управления в условиях эпидемии. Однако организация наборов данных для минимизации ущерба от пандемии не является быстрой и комфортной. Опыт адаптации систем к новым потребностям при COVID-19 ценен и должен быть использован для подготовки к гипотетической болезни Х.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. The COVID-19 pandemic has modified the information needs of participants in the public health management system and identified a lack of information for making management and health decisions during the pandemic.</p></sec><sec><title>Aim</title><p>Aim. To summarize and provide a general description of information and data that should be available in the health information system of otorhinolaryngological health facilities for decision-making in epidemic settings based on the results of conducted studies.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. In this study we used our own experience in addressing information challenges on optimization of otorhinolaryngological care both at the height of pandemic and after renewal of scheduled visits and hospital admissions. We considered studies under the auspices of WHO on assessment of the effectiveness of health information systems as a whole and individual works that were carried out to analyse the impact of the pandemic on provision of otorhinolaryngological care.</p></sec><sec><title>Results and discussion</title><p>Results and discussion.
